African Reinsurance and Economic Sovereignty: Dakar Hosts CICA-RE's 44th Annual General Assembly

On Thursday 2 July 2026, Dakar hosted the opening of the 44th Ordinary General Assembly of CICA-RE, the joint reinsurance company of the CIMA member states (Compagnie Commune de Réassurance des États membres de la CIMA). The ceremony was chaired by Mr Amadou Abdoulaye BADIANE, Chief of Staff to the Minister-Delegate for the Budget at the MEFP, alongside the Chairperson of the Board of Directors and the Managing Director of the Company.

Established by the African states of the CIMA zone, CICA-RE is the continent's joint reinsurance company — in other words, the insurers' insurer. Its mission is to strengthen Africa's insurance markets and consolidate the retention of premiums across the continent.

By bringing together member states and shareholders to review the Company's performance and set its strategic direction, this assembly affirms the role of reinsurance as an instrument of economic sovereignty, serving the financial stability and resilience of African economies.

In keeping with the commitment enshrined in the National Transformation Agenda 2050, the Government of Senegal has expressed its determination to support CICA-RE in implementing its 2025–2029 Strategic Development Plan.
