
Universal Access to Electricity: Mobilizing Partners to Move from Commitments to Results
On Tuesday, October 6, 2026, in Dakar, Mr. Cheikh DIBA, Minister of Economy, Finance and Planning, co-chaired, alongside Dr. Abdourahmane DIOUF, Minister of Energy and Petroleum, the Partners' Roundtable on Universal Access to Electricity, held under the theme: "Accelerating Universal Access to Electricity in Senegal: From Commitments to Results."
Bringing together technical and financial partners, financial institutions, the private sector and energy sector stakeholders, the meeting reviewed the progress achieved and the commitments made since the 2021 Roundtable, as well as under the National Energy Compact. It also fostered the coordination of initiatives and the mobilization of the resources needed to achieve universal access to electricity by 2029.
In his address, Minister Cheikh DIBA called for balancing investment ambition with fiscal sustainability. This requires better execution of funding already mobilized, greater private sector involvement and closer monitoring of commitments. He accordingly invited development partners to support the investment efforts of the State of Senegal while preserving its debt sustainability path.
With an electricity access rate of 86.2% in 2024, Senegal has made significant progress. The challenge nonetheless remains considerable: nearly CFA 400 billion must be mobilized to electrify more than 6,400 localities, most of them among the most remote in the country.
A priority of Senegal Vision 2050, universal access to electricity now requires turning the identified financing and partnerships into reality, so as to transform commitments into results that benefit people and communities across the country.
