Discover the General Secretariat of the Ministry of Economy, Finance and Planning
The General Secretariat operates under the authority of the Minister of Finance and Budget and assists the Minister in implementing the Government’s policy.
It is primarily responsible for the general administration of the Ministry. To this end, it oversees administrative, financial, and technical activities.
The Secretary-General supports the Minister in carrying out his duties, particularly in the design and supervision of activities falling within the scope of the Minister’s missions and responsibilities. In this capacity, the Secretary-General is responsible for directing, guiding, coordinating, and managing the actions of the General Directorates, Directorates, Central and Regional Services, as well as any Services and Bodies directly attached to him.
Under the authority of the Minister, the Secretary-General acts as the operational manager for technical matters. He is responsible for:
coordinating the activities of the various departments of the Ministry of Finance and Budget and ensuring their proper functioning under the authority of the Minister;
planning, monitoring, and controlling the implementation of ministerial decisions;
maintaining relations and coordinating with other ministerial departments for the execution of inter-ministerial decisions;
keeping the Minister fully informed about the status of the Department, particularly regarding the management of the Ministry’s budgetary resources;
centralizing, distributing, and dispatching official correspondence, as well as organizing and preserving the Ministry’s archives;
ensuring the proper functioning of the Ministry’s public procurement processes;
reviewing and presenting all acts and documents submitted for the Minister’s signature.
All central administration directorates and other administrative services fall under the authority of the Secretary-General.
The Secretary-General also oversees the functioning of public institutions, national companies, and state-owned enterprises under the supervision of the Ministry of Economy, Finance, and Planning.
In the event that the Minister leaves the Government, the Secretary-General ensures the continuity of administrative operations within the Department (Article 15). He informs the incoming Minister of the main actions undertaken by his predecessor, whether ongoing or completed.
