Presentation of the Ministry

Assignments

Under the authority of the Prime Minister, the Minister for the Economy, Finance and Planning is responsible for preparing and implementing the policy set out by the Head of State in the areas of the economy, the budget and finance, development planning, population, statistics and cooperation.

In particular, the Minister is responsible for the preparation and implementation of finance acts, the management of the State’s treasury, the preparation and enforcement of tax and customs legislation and regulations, and representing the State before the Supreme Court and other courts and tribunals.

In the economic and financial sphere, it is responsible for:

  • It represents the State at the IMF, the World Bank and international financial institutions, notably the African Development Bank, the Islamic Development Bank, the West African Development Bank (BOAD), the ECOWAS Bank for Investment and Development (BIDC), the Arab Bank for Economic Development in Africa, the European Bank for Reconstruction and Development (EBRD) and the Asian Infrastructure Investment Bank (AIIB).

  • He represents the State at ministerial meetings of countries sharing the CFA franc and of the West African Economic and Monetary Union (UEMOA), and prepares the proposals discussed in these forums. He represents the State at ministerial meetings relating to the implementation of the Cotonou Agreement. He is involved in international trade negotiations led by the Minister for Trade. He participates in joint committees.

  • Together with the Minister of Justice, Keeper of the Seals, he represents the State at international meetings of the Organisation for the Harmonisation of Business Law in Africa (OHADA).

  • He is responsible for the preparation and implementation of legislation and regulations in the following areas: currency, credit, insurance and the decentralised financial sector, in liaison with the Minister for Trade as and when necessary and in matters falling within the Minister’s remit.

With regard to the collection of tax revenue and the oversight of public finances, it is responsible for:

  • ensuring the collection of tax and customs revenue;

  • preparing the general State budget;

  • overseeing and implementing State revenue and expenditure;

  • preparing and monitoring the implementation of public expenditure;

  • managing and exercising ongoing control over public finances;

  • preparing and implementing the State’s general policy towards the quasi-public sector, exercising financial oversight of the institutions and companies falling within its remit, regardless of the nature of their activities, and monitoring the finances of public enterprises in collaboration with the relevant bodies;

  • monitoring and controlling the finances of local authorities;

  • to ensure the maintenance and regulation of the accounts of the State, local authorities, and diplomatic and consular missions;

  • to prepare the State’s annual accounts.

With regard to the mobilisation of funding, it is responsible for:

  • mobilising domestic funding for the implementation of projects and programmes and ensuring their sound management;

  • seeking external resources to finance development programmes, liaising as necessary with the Ministry of Foreign Affairs and the relevant sectoral ministries;

  • preparing and submitting, as the sole authorised body, funding applications – including those from other ministerial departments – to local financial institutions, external partners and private banks;

  • to lead, as lead negotiator, negotiations on loans and grants and to manage public debt as the sole authorised authority;

  • to sign, as the sole authorised authority, in accordance with Article 11 of Regulation No. 09/2007/CM/UEMOA on the reference framework for public debt policy and public debt management in UEMOA Member States, loan agreements and financing agreements relating to projects and programmes and to monitor their implementation, and all other agreements relating to the State’s debt, as well as guarantee agreements granted by the State to its constituent bodies or to third parties;

  • to establish a debt policy setting out the overall guidelines for public borrowing and debt management, and to ensure its implementation.

In the field of tax and land management, it is responsible for:

  • carrying out duties relating to taxation;

  • implementing the land and public property policy defined by the State;

  • managing the State’s public and private estates;

  • maintaining the land registry.

Furthermore,

  • it oversees the State’s wage bill. In carrying out this responsibility, the Minister responsible for the Civil Service provides assistance as required.

  • In conjunction with the Minister responsible for Trade, it is involved in the preparation and implementation of legislation and regulations relating to pricing policy.

  • It is responsible, in conjunction with the Ministers for the Armed Forces and the Home Affairs, for protecting the national economy against smuggling and fraudulent or prohibited imports.

In the field of planning:

  • It develops forward-looking analyses and long-term visions.

  • It prepares planning documents, oversees preparatory studies and ensures consistency with regional plans.

  • It coordinates the development of sectoral policies in collaboration with the technical ministries.

  • It monitors the implementation of the Plan and sectoral policies.

  • It coordinates the development of national development strategies and oversees the implementation and monitoring of the Sustainable Development Goals (SDGs).

  • It draws up multi-annual investment programmes.

  • It supports the drafting of territorial planning documents and monitors the State’s territorial investment programmes and projects.

  • It ensures the establishment and maintenance of a coherent macroeconomic framework conducive to economic growth.

  • It monitors economic conditions.

  • It implements the policy on regional economic, financial and monetary integration.

  • It carries out strategic monitoring of all matters of national interest relating to planning and development.

  • It prepares, negotiates and monitors economic and financial programmes with international cooperation institutions, liaising with the relevant line ministries as required.

In the area of population:

It carries out studies and analyses on demographic trends and their impact on sectoral investment needs, as well as on the issue of the demographic dividend.

In the field of statistics:

  • It coordinates the production of statistics, ensures their quality and oversees their dissemination.

  • It ensures the consistency and smooth functioning of the national statistical system. To this end, it exercises oversight over the National Agency for Statistics and Demography.

In the areas of international economic cooperation, investment promotion, attractiveness and competitiveness:

  • It is responsible for defining a strategy for international economic cooperation in conjunction with the Ministry of Foreign Affairs and for ensuring its implementation, in collaboration with the relevant bodies. It also promotes international economic cooperation with a view to fostering partnerships and attracting foreign direct investment.

  • It prepares and implements, in collaboration with the relevant bodies, programmes to promote private investment.

  • It promotes, in consultation with the relevant bodies, the development of the private sector and productive investments that generate employment.

  • It submits, following approval by the President of the Republic, all funding requests from other ministerial departments.

  • It promotes public-private partnerships (PPPs), supports contracting authorities in the preparation and development of PPP projects, and issues opinions on budgetary sustainability.

  • It coordinates all relevant government departments and autonomous bodies.

In the field of African integration:

  • He is responsible, in conjunction with the Minister for Foreign Affairs, for implementing policy on African integration.

  • He takes part in joint committees and in negotiations on international agreements and treaties.

  • Subject to the prerogatives vested in other ministers, in particular the Minister for Foreign Affairs, he represents the State at international meetings.

  • He helps to represent the State in the relevant bodies of the African Union and NEPAD.

Our missions

In accordance with the remit of the Minister for the Economy, Finance and Planning, as set out in Decree No. 2026-1145 of 11 June 2026, the Department’s main responsibilities can be summarised in six (06) areas of activity:

  • public finance management: the preparation and implementation of finance acts, the collection of tax and customs revenue, the monitoring and execution of the State’s revenue and expenditure, cash flow management, the maintenance of public accounts, the monitoring of the wage bill and the presentation of the State’s annual accounts;

  • raising funds and managing public debt: sourcing and mobilising domestic and external funding; negotiating and signing loan agreements and financing arrangements as the sole authority; defining and implementing public debt policy;

  • tax and land management, and oversight of the financial sector: taxation and customs regulations; the State’s land and public property policy; land registration; the drafting and implementation of legislation and regulations in the fields of currency, credit, insurance and the decentralised financial sector; and the protection of the national economy against smuggling and fraudulent imports;

  • strategic planning and management of the economy: drawing up national and regional planning documents and multi-year investment programmes; monitoring the Sustainable Development Goals (SDGs); monitoring economic conditions; and maintaining a coherent macroeconomic framework;

  • international economic cooperation and investment promotion: representing the State at the IMF, the World Bank and international financial institutions (AfDB, IDB, BOAD, BIDC, EBRD, AIIB); defining and implementing the international economic cooperation strategy; promoting foreign direct investment and public-private partnerships (PPPs); negotiating and monitoring economic and financial programmes with international partners; and participating in the bodies of the African Union, NEPAD and UEMOA;

  • statistics and population: the coordination of national statistical output and the oversight of the National Agency for Statistics and Demography (ANSD), as well as the conduct of studies and analyses on demographic trends and the demographic dividend.
