Successful conclusion of the second public offering of 2026: the Government of Senegal raises 338,202,640,000 CFA francs
The Ministry of the Economy, Finance and Planning hereby informs the public of the successful conclusion of the second Public Offering of 2026. Launched on 23 September, the operation was concluded on 13 October 2026, having raised a total of 338.2 billion CFA francs against an initial target of 200 billion CFA francs, representing a coverage rate of 169.1 per cent.
The success of this public offering demonstrates the confidence of both institutional and private investors in the quality of the State’s credit rating. The funds raised will help to cover budgetary expenditure as well as the active management and settlement of domestic debt, in accordance with the 2026 Finance Act.
This second transaction forms part of a coherent strategy to mobilise domestic resources and develop the sub-regional financial market, in full alignment with the Government’s strategic priorities.
It also contributes to optimising the debt profile through a balanced structure incorporating long maturities of up to 10 years on favourable financing terms, with the following breakdown:
3 years: 6.40 per cent
5 years: 6.60 per cent
7 years: 6.75 per cent
10 years: 6.95 per cent.
Active debt management, combined with an improvement in the debt profile through effective management of the maturity curve, creates fiscal space to meet the Government’s other priority expenditure.
The Government intends to maintain this momentum in line with its strategy for mobilising domestic resources, its medium-term debt management strategy and its financing plan.
The Ministry of the Economy, Finance and Planning extends its thanks to all subscribers (citizens, the diaspora, businesses, financial institutions and partners) for their ongoing commitment to the State.
